Community Asset Development Process

Minneapolis Public Schools’ top priority is delivering quality academic programs. At the same time, the district also values its relationship with its Minneapolis communities and neighborhoods. With the community’s input, MPS will be generating a range of options on how to redevelop former school properties (see list at right) so that it can benefit the surrounding community while meeting the district’s economic and strategic goals.  

Over the summer and into early fall of 2007, MPS will be engaging the community to generate redevelopment ideas and will also invite organizations (e.g., real estate developers, nonprofits, community groups, etc.) to offer innovative economic and physical solutions on how to transform these properties into community assets. Options developed with the community will be presented to the School Board during the 2007-2008 school year.

Based on past experiences with redeveloping school properties, MPS realizes that visions for these properties may be constrained by the economic realities of potential buyers/renters/users (e.g., real estate developers, nonprofits, community groups, etc.).

*As properties become available due to program changes (e.g., closing or  moving programs to other building), they will be added to the Community Asset Development Process. 

District Strategic Criteria for Determining Redevelopment

  • Partnerships should support the goals of the district, and partners should demonstrate long-term financial strength and integrity. 

     
  • The district will continue to own sites based on strategic considerations, including future enrollment growth.

     
  • The district should avoid lease agreements that require the district to be long-term property managers.

     
  • The district may consider leasing to a charter school on a case-by-case basis, provided: 

    • The charter provides an effective academic program, which complements district programs.
    • The agreement with MPS ensures academic and financial accountability and stability. 
    • The agreement does not harm district interests, including the effect of placing programs in particular buildings.
    • Preference will be given to MPS chartered schools.

       
  • Properties may be sold if not needed by the district.

     
  • Demolition (leaving the site vacant) should be considered as a last resort with a plan for use of the site.

 

Reaching Out to the Community
To ensure broad community input, MPS will be holding a series of small and large-group meetings in the neighborhoods where the closed school properties are located. Please check back here for dates and locations of these meetings meetings will be scheduled on Tuesday and Thursday evenings; Saturday mornings).

The district also welcomes input through email (see contact information at right), phone calls or through the mail. Regular information updates will be made at this website. MPS will be reaching out to the community in a variety of ways:

  • Direct mailings
  • Radio announcements
  • Ads in community papers
  • Flyer drop-offs at popular neighborhood gathering spots, churches, community fairs and businesses
  • The fall Community Education Bulletin (mailed to every household in Minneapolis)
